It is defined as "...a Neo-Victorian, retro-technical, futuristic aesthetic." In basic terms - it is the possibility of futuristic technology using the craftsmanship and materials of the 18th century. My favourite representations of Steampunk aesthetic have always been "20,000 Leagues Under the Sea" by Jules Vern, "The Time Machine" by H.G Wells and even the movie "Chitty, Chitty, Bang, Bang!" Steampunk is also a romantic notion of technology that is way more human than today's sterile smart-phone generation."
